Dear Parishioners of St. Anthony’s Church, Malwani;

Further to the last post captioned: DEDICATED to, Parishioners of St. Anthony’s Church; Malwani  We would like to enlighten you further, with the facts related to the ongoing civil activities, within Church premises. No doubt, it is good to see the area being beautified. But certainly not accepted, if it is done with corrupt intentions, bypassing all the guidelines, laid down by the Church. Questions are being raised by many of you, about the monies being spent on this unnecessary beautification, particularly within the proposed Road Line (RL), where the Road is likely to be widened.

We too are upset about it for the same reasons; more upset about the reason, which most of you are not aware of. VIOLATION OF SET GUIDELINES, BY CHURCH AUTHORITIES, certainly amounts to cheating Bishop and cheating the MOTHER CHURCH, which can’t be tolerated.

This matter has been reported to Archbishop, Oswald Cardinal Gracias, who in turn, has assigned it to Zonal Bishop, His Lordship, Bishop John Rodrigues. In this context, Your truly had an hour long discussion with him, who listen patiently, to all that we had to say.

It is given to understand that His Lordship, visited the parish thereafter, in order to discuss the matter with the PARISH PRIEST, which is fair enough. However, reliable sources, a couple of them, informed that a contractor also was present at the meeting, between Bishop and the Parish Priest, which we perceive as unfair, if the information is true. We do not know who the contractor was. Why should an outsider, particularly the financial beneficiary, be part of a confidential meeting, between Bishop and the accused Parish Priest? It would be understandable, if any of the assistant priests were party to the meeting; but it was not so.

As parishioners and logically the SOLE OWNERS of the Church, you have every right to know about undesirable things that happen within your Church. We assure you of feeding all the information, on the subject, because it is your RIGHT.

OUR FOLLOW UP E MAIL TO HIS LORDSHIP, AFTER THE MEETING.

Your Lordship,
Further to our meeting and my E mail to you, thereafter; I would like to place on record, certain salient points from discussion. Our discussion revolved around the matters mentioned in my letter to H. E Oswald Cardinal Gracias, which was shared with you prior to our meeting, hence, am not repeating it.
We both agreed on following points and you affirmed*** that the process has been manipulated and corrupt practice adopted, in order to bypass the guidelines laid down by the Church authorities.
1. As per the guidelines, there supposed to be at least three quotations from three different persons/parties, for undertaking/assigning any job.
2. If the amount of the quotation/Job, is Rupees FOUR LAKH and above, permission from the Bishop, is absolutely necessary, which has not been obtained, in any of the case mentioned here.
3. Around THIRTY to FORTY Lakhs have been expended, for the entire project, but every bill/payment seems to be cautiously shown below FOUR Lakhs, to bypass Bishop’s involvement.
Your Lordship, Archdiocese has a ZERO TOLERANCE POLICY TOWARDS CORRUPTION, which, H. E. OSWALD CARDINAL GRACIOUS has always been emphasizing upon; hence this is a fit case for action, under the policy.
We, on behalf of Parishioners of St. Anthony’s Church, Malwani; urge you to spare us the embarrassment of being under CORRUPT PARISH PRIEST.
*** Bishop called to say that he did not AFFIRM, but said “Yes, I am listening to you, and I can not judge the matter, but have to report it to Archbishop, since he has assigned the task to me”.

EXTRACTS FROM MY FORTHCOMING ARTICLE, WHICH WILL BE PUBLISHED AT APPROPRIATE TIME.

EXTRACT 1:

While three of the quotations were within limit of the expected cost, the fourth was exceeding three times of the expected cost, ie 4.50 Lakhs against 1.25 Lakhs. Surprisingly, it belonged to the same contractor, who got a major chunk of forty lakhs plus, without following due process. You can thus imagine, whether the fair amount is paid for the jobs done.

EXTRACT 2:

None of the members will ever go against the parish priest, because, some derive financial benefit by being in the committee and others who want to be in his good books, just to be on some committee or a cell. This fact is known to all.

    We need to also pay attention to what he is doing in the school, after all it is our parish school. He has appointed a lay teacher as acting principal. By doing so he has ensured that there is no other priest in school to question his running of the school as per his mood.
    Appointing a lay person is detrimental to the school and the parish as a whole, we have examples right next door at St Anne’s orlem.
    Additionally the Cardinal should well be aware of what happened in St Michael’s Mahim when a lay person was appointed acting principal.
    I did a little research on our parish priest, the last 4 principals (priest) were transferred within one year, with him being their manager. I wonder where the problem is????
