In response to VOICEMAIL 014/2012, one of our readers, Alphonso Tao has initiated a debate over working of PARISH PASTORAL COUNCIL, (PPC), within Archdiocese of Bombay. Mr. Tao has made some observation and suggestions in relation to PPC Constitution. He has pointed to the discrepancies in the hand book for conducting the PPC meetings and asked for its review.
He has also emphasized that Financed and property matters must be transparent and equally under the control of Laity, along with the Clergy. It is not so at present, though there exists a Finance cum Property committee. Eventually, a decision is taken by the Parish Priest, who is a SOLE TRUSTEE. SILENT VOICE has been pursuing rigorously to abolish the authority of SOLE TRUSTEE, from Parish Priests, which gives them unchallenged powers. In most of the cases, the perception is, it has been misused.
We appreciate his Initiative and request you to carry on with this debate further, in order waking the Church authorities from their slumber. We too would like to contribute to his suggestion.
Mr. Tao also has suggested that like quarterly Deanery meetings, there should be quarterly meetings to discuss Property and Finance matters. We think it is a wise suggestion. However, with present kind of set up, where the members on these committees are chosen and picked by the Parish Priests; it will not be feasible. This has to be changed. These members should be elected by Parishioners and anyone who wishes to contest the elections must be permitted to do so. Besides, the SOLE TRUSTEE powers bestowed upon Parish Priests must be abolished. Only then, suggestions put forth by Mr. Tao would see the difference. But we don’t see the Clergy will relent to loosen their grip on the pot of wealth, which can be understood from following example.

Unlike Property Committees in other Parishes, OL of SALVATION CHURCH, DADAR; has a BOARD OF TRUSTEES, where members from PPC are elected on this Board to look after property matters. This arrangement is not offered by Parish authorities but has been imposed by CHARITY COMMISSIONER. Yet the Parish authorities do not hesitate to manipulate it by getting their yes men elected on this board. A couple of them, who were vocal, have been eased out using unethical means. They were questioning about Parish authorities silence over the TWENTY FOUR FLATS, WHICH HAVE BEEN USURPED BY THE BUILDER. Even we have taken up this issue with Archbishop during our meeting. Dear Brother / Sister,
SUB: Some Discrepancy in the Constitution of the Parish Pastoral Council (Articles III, VI & XI) of the Churches of Mumbai Archdiocese needs REVIEW.
As Charity begins at Home, so do Justice begins at Home–Our Church. So let us try to REVIEW & rectify the Constitution of the Parish Pastoral Council of Our Catholic Churches in MUMBAI.
With respect & reference to the Constitution of the Parish Pastoral Council, I would like to bring some points:
A vision for the Mumbai Archdiocese to become a “Home & School of Communion”, is indeed a very good & positive vision, for “God lives in the Community living”. Praise the Lord. Let US all keep it up!
SOME Discrepancies in THE FOLLOWING ( Articles III, VI & XI) of the Constitution of the Parish Pastoral Council NEED TO BE REVIEWED, CLARIFIED& UPGRADED:
Article III : Guidelines for effective functioning : (C) ” Every effort must be made , whenever necessary, to conduct the Council meetings using a common link-language like Hindi, or arrangements must be made for a proper interpretation of the discussion’ Are we not lacking on this point?
On the same basis it could be better to have Open air Masses during Lent, Christmas & New year in Hindi / Marathi with INDIAN CULTURE.
It is the need of the time to implement the said article, BECAUSE IT IS LACKING in the effective functioning. During these Open Air Masses & Sermons, someone on the street may hear the Word of God AND MAY BE TOUCHED by Our Lord Jesus Christ and secondly we may not be tagged as people with FOREIGN RELIGION with WESTERN CULTURE.
Ref: Handbook for PPC: (pg 10) : “The PPC helps to make the Church truly LOCAL: Many of the parishes in Mumbai are rather Westernised and so, they fail to make an impact on life on Mumbai……The local church is a church incarnate in a people, a church indigenous& inculturated……..The PPC has this challenging role of making the church TRULY LOCAL.”
Article VI : Composition: (1 b) ” The total ex-officio members in 1b category shall not exceed one fourth of the total number of members on the Council…..”
IT IS UNFAIR / UNJUST FOR NOT REPRESENTING ALL THE ASSOCIATIONS / GROUPS / CELLS IN THE PARISH.
THERE MUST BE ONE REPRESENTATIVE FROM EACH OF THE LAY ASSOCIATIONS ( I don’t mean THEIR SUB-UNITS OR SUB-GROUPS).
WHAT IS THE JUSTIFICATION FOR ARTICLE VI (1B) TO BE BIASED to ASSOCIATIONS / GROUPS / CELLS IN THE PARISH?
Ref: Handbook for PPC: (pg 7) : Harmonious Coordination: “….., these associations & Ecclesial Bodies need to harmonize with the SSCs’ so that a spirituality of communion is experienced”
Article XI : Finance: The Constitution of the parish pastoral Council ARTICLE XI: FINANCE, states: “Finance and property matters are NOT within the competence of the Parish Council and are to be dealt with by duly appointed Finance and property Committees.
Should the implementation of any decision of the Council approved by the President involve the incurring of any expenditure, the same shall be met from the parish funds, subject to the norms and practice of the Archdiocese”
THIS IS not fair. THE CHURCH & ITS INSTITUTIONS & PREMISES ALSO BELONGS TO THE PARISH / PARISHIONERS along with the Archdiocese ; AND NOT ONLY TO Finance and property Committees and the ARCHDIOCESE of Mumbai.
THE PARISH & THE PARISHIONERS along with the Archdiocese MUST HAVE A SAY IN THE Finance & Property matters of the CHURCH & ITS INSTITUTIONS& PREMISES.
The said article ARTICLE XI: FINANCE is obsolete & outdated and NEEDS AMMENDMENT, when viewed from THE RIGHT TO INFORMATION ACT and Ref: Handbook for PPC: (pg 7) : Transparency & Accountability
THE CHURCH & ITS INSTITUTIONS & PREMISES SHOULD HAVE BEEN UNDER THE LOCAL JURIDICTION TRUST AND THE ARCHBISHOP OF MUMBAI.
Ref: Handbook for PPC: (pg 7) : Transparency & Accountability : “In order to create a sense of ownership among members of the Council, all the decision taken by the Council, it is necessary that the Council operates in a milieu of transparency & accountability. To facilitate this, the Council, whenever necessary, may have to develop appropriate policies & procedures”
Consider having deanery and diocesan level quarterly meetings also for the PROPERTY committees and FINANCE committees (similar to all Cells, Associations.)

Sub: Please CONSIDER advising the Archdiocese of Bombay, to have quarterly meetings at its Deanery level and also at the Archdiocese level for the Parishes Church Property Committee and Parishes Church Finance committee.
In Archdiocese of Bombay, all the Churches under its jurisdiction, its associations, Cells, committees, Movements, etc… meet every quarterly at its Deanery level and also at the Archdiocese level, BUT the Parish Church Property Committee and Parish Church Finance committee DO NOT meet so. Why is this discrepancy? Why no transparency for Church property committee and Finance committee?
Let’s kindly consider having uniformity in administration for ALL the units of the Churches of the Archdiocese of Bombay .
